The Henderson County Department of Finance was created under the Financial Management Act of 1981, TCA § 5-21-101:129. The Department of Finance is charged with administering the finances of all funds of the various departments, agencies, and boards which are handled by the county trustee, TCA § 5-21-103. The Department of Finance is responsible for purchasing, accounting, budgeting, payroll, cash management, and all other such financial matters of the county.

Director Biography
Jennifer was appointed to the position in April 2011. Her duties as the Director of Finance are to maintain an efficient purchasing, budgeting, payroll, accounting, and cash financial management system for Henderson County. She provides assistance to county commissioners, county officials, and county employees. Jennifer also serves as the county purchasing agent.

Jennifer is a member of the Tennessee Government Finance Officers Association,  the Tennessee Association of Government Accountants, and the Institute of Management Accountants. 

Jennifer is a graduate of Hawaii Pacific University- BS Accounting, UTM-Masters of Business Administration, and UTM-Masters of Education.  She also holds the designations of Certified Manangement Account (CMA) and Certified Government Financial Manager (CGFM), and is a Desert Storm veteran.  The Fesmires make their home in Lexington, Tennessee.
